The Russian State Duma is prepared to support a complete ban on the sale of vapes (electronic nicotine delivery devices), according to Speaker Vyacheslav Volodin. This strong parliamentary stance follows recent calls for such a prohibition by Industry and Trade Minister Anton Alikhanov, who cited the ineffectiveness of current age restrictions and serious health risks.
“Following Minister Anton Alikhanov’s statement… we expect the government to introduce the corresponding legislative initiative. Deputies will support the bill — moreover, we will prioritize its review,” Volodin stated. He emphasized the clear health dangers of vaping, noting that vape liquids can contain heavy metals and produce toxic compounds, posing risks to users and those exposed to secondhand vapor. Volodin added that there is public demand for a ban, reflected in surveys and voter feedback.
This potential nationwide sales ban builds on previous measures. Since April 2023, selling vapes (including nicotine-free ones) to minors has been illegal in Russia. In February 2025, President Vladimir Putin signed a law significantly increasing fines for such underage sales, with penalties for legal entities reaching up to 2 million rubles.
