The Russian State Duma is currently reviewing a bill that would impose a complete ban on vapes, as well as nicotine-containing and nicotine-free e-liquids. The proposal, initiated by representatives of the Communist Party of the Russian Federation (KPRF), has been sent to the relevant Health Protection Committee. Deputies plan to include the bill in the agenda for the spring session of 2025.
According to State Duma Speaker Vyacheslav Volodin, the initiative has garnered support from all political factions. He emphasized the need to hold consultations with the government to expedite the adoption of the law. This broad political backing suggests a high likelihood of the bill’s passage.
If approved, the bill would introduce a comprehensive ban on the circulation of vapes in Russia. This prohibition would encompass the manufacture, sale, and even importation of e-liquids and devices. The proposed legislation also seeks to ban the possession of equipment used for the production of these products.
The bill is set to be considered during the spring session, and its adoption could lead to the complete elimination of the electronic cigarette market in Russia. As the country weighs the potential public health benefits against the risks of an unregulated black market, the outcome of this legislative initiative will have significant implications for the future of vaping in Russia.
Policymakers must carefully evaluate the evidence and consider the experiences of other countries, such as Kazakhstan, that have implemented similar bans. A comprehensive approach that prioritizes public health while mitigating unintended consequences will be crucial in shaping an effective and sustainable policy.
