The Belgian federal government has confirmed a ban on smoking and vaping on all public terraces starting January 1, 2027. Hospitality Operators Face Strict Enforcement Mandates
Under the new rules, hospitality operators must install visible signage prohibiting smoking and vaping. Proprietors are legally required to intervene when customers violate the ban. Establishments can be held liable if they tolerate smoking, fail to display proper signs, or retain smoking-related equipment like ashtrays.
The policy also eliminates public smoking rooms across Belgium. This includes dedicated smoking areas in cafes, airports, cigar clubs, and shisha bars, leaving no indoor or semi-outdoor loopholes for tobacco consumption.
Economic Anxiety Grips the Belgian Horeca Sector
While the health benefits are clear, business owners worry about the economic fallout. Terraces serve as vital revenue drivers during warmer months. Operators fear that smoking bans will shorten customer visits or drive regular patrons away, though official revenue loss estimates do not yet exist.
This policy arrives during a fragile period for the Belgian hospitality industry. Data from the SPF Economie sector report shows that while Horeca revenue rose 4% to €23.686 billion in 2025, bankruptcies also climbed by 2.4% to 1,997 cases, resulting in over 5,600 lost jobs.
Data Highlights Declining Smoking Rates and Rising Vaping Popularity
The government justifies the policy using recent health data. The Sciensano National Health Survey shows that overall smoking rates in Belgium dropped to 17.6% in 2023-2024, down from 19.4% in 2018. Daily smokers now represent 12.8% of the population.
However, e-cigarette usage is rising. Vaping prevalence grew to 6.3% in 2023-2024, up from 4.1% in 2018. Among youth aged 15 to 24, 6.3% vape daily, while 11.1% vape occasionally. This upward trend prompted regulators to treat vaping and smoking identically under the new law.
