The French Monitoring Centre for Drugs and Drug Addiction (OFDT) has confirmed a massive surge in vaping among high school students across France. Occurring alongside the recent proliferation of disposable vapes, this trend has seen daily usage more than double, raising serious concerns about youth nicotine addiction and the “gateway” effect to traditional tobacco.
According to the latest data, the landscape of youth nicotine consumption has shifted dramatically over the past decade. The disparity between educational institutions is particularly striking, with vocational schools seeing a much steeper increase in experimentation compared to general and technological high schools.

The 2021 introduction of colorful, sweet, and affordable disposable e-cigarettes—commonly known as “puffs”—played a major role in this spike. By 2024, 39% of high schoolers had used one. In response to this youth appeal, France officially banned these disposable devices in February 2025.
Data also suggests that e-cigarettes are increasingly acting as a gateway rather than just a cessation tool:
- Initial Contact: Among students who have tried both products, 40% started with vaping in 2024, up from 29% six years prior.
- Exclusive Use: Only 4% of students vape daily without ever having smoked traditional tobacco.
The OFDT concluded that the vaping industry has heavily targeted youth through social media and attractive flavors. Furthermore, the French national health agency (Anses) revealed in February 2025 that vaping emissions contain aldehydes, posing significant health risks. Anses strongly recommends preventing youth initiation, stating that e-cigarettes should strictly remain a “transitional option” for adults struggling to quit smoking.
