As Mexico’s Chamber of Deputies prepares to discuss reforms to the General Health Law banning the entire lifecycle of e-cigarettes—from manufacture to use—the Morena party has clarified that consumers will not face jail time. While the proposal prohibits the production, import, distribution, marketing, and use of vapes, Morena’s coordinator, Ricardo Monreal, stated it is false that young people or consumers found using them would be detained.
Monreal emphasized that sanctions, including potential prison terms, are strictly targeted at those who manufacture, market, or sell vapes. “A lie has been told that whoever smokes will be put in jail. That is not true,” he asserted. Instead, the approach for consumers will focus on warnings (“apercibimientos”) and intense awareness campaigns about health risks. The party aims to combat the growing use of e-cigarettes among youth through education and culture rather than criminalizing individual users.
