The Russian State Duma has unanimously approved a landmark bill granting regional governments the authority to independently ban the sale of electronic nicotine delivery systems, including vapes and e-liquids. This legislative move, passed in its final readings, establishes a five-year experimental legal regime running from March 1, 2027, to March 1, 2032.
Under the new law, individual Russian regions can choose to implement total local bans on vape sales. For regions that opt out, standard federal regulations will remain in place. State Duma Chairman Vyacheslav Volodin emphasized that the initiative aims to protect public health, noting that appealing flavors heavily contribute to youth addiction.
Some regions have already taken proactive steps to curb vaping. For instance, Krasnodar Krai enacted strict local restrictions that took effect on June 1, 2026. The Krasnodar law bans nicotine consumption near hospitals, schools, cultural venues, restaurants, public transit stops, and residential areas. Violators face fines of up to 1,500 rubles for a first offense, and up to 2,500 rubles for repeat violations.
