The Saratov Regional Duma has passed a law imposing a total ban on the retail sale of electronic nicotine delivery systems (vapes) and e-liquids. Regional parliament chairman Alexey Antonov confirmed the measure aims to protect public health, particularly children and teenagers.
The retail vape ban will take effect on March 1, 2027, and remain in place for five years, ending on March 1, 2032. The restriction covers both vaping hardware and all e-liquids.
In addition to the temporary retail vape ban, the law introduces permanent zoning restrictions on all tobacco and nicotine-containing products, including heated tobacco devices and disposable e-cigarettes. Sales are now prohibited in:
- Children’s recreation and social service facilities.
- Stadiums and sports venues during official competitions.
- Recreation zones, beaches, and areas near water bodies.
- Religious buildings and places of worship.
The legislation also bans vape and tobacco advertising, including illuminated retail signs and promotional displays. Traditional cigarettes are excluded from the total retail ban, as federal Russian law prevents regional governments from outlawing combustible tobacco products entirely.
