Indonesia’s National Narcotics Agency (BNN) has officially proposed a total ban on electronic cigarettes through a Presidential Regulation (Perpres). The move responds to criminal syndicates exploiting vaping devices as a distribution channel for narcotics and hazardous chemicals targeting youth across the archipelago.
Ahmad Sahroni, Deputy Chairman of Commission III of the House of Representatives (DPR), endorsed the proposal on September 14, 2026, urging President Prabowo Subianto to take decisive action to protect the country’s youth.
“The data is alarming. Vapes are no longer just inhalation devices; they have become an entry point for trafficking narcotics targeting teenagers,” Sahroni stated in Jakarta. “Do not wait for more victims. If it is proven dangerous, the state must have the courage to shut it down.”
Massive Drug Seizures Across Multiple Provinces
Throughout 2026, BNN operations dismantled organized distribution networks across Gresik, the Riau Islands, North Sumatra, Bali, Jambi, and Maluku. Confiscated contraband linked to the vape trade includes:
- Liquid Narcotics: 8,276 ml of etomidate and 2.6 tons of liquid methamphetamine.
- Solid Narcotics: 1.3 tons of ketamine, 800 kg of ketamine HCl, and 3.37 tons of cannabis flower.
- Hardware: 3,485 illicit vape cartridges.
BNN confirmed that the proposed ban remains under active review with relevant ministries. Officials stated that ongoing assessments aim to establish an accountable, evidence-based policy to prevent dangerous substances from causing further physical and psychological harm to the younger generation.
