The State Council Committee of Tatarstan has endorsed a draft law banning the retail sale of vapes and e-liquids across the republic. Slated to take effect on March 1, 2027, the five-year ban addresses rising e-cigarette use among minors, following federal legislation that enables regional sales prohibitions.
Under the bill, spearheaded by committee chairman Ryagat Khusainov, retail sales will be illegal until March 1, 2032. Explanatory materials citing Russian Public Opinion Research Center (VCIOM) data show that while 9% of adult Russians vape, use rises to between 17% and 26% among adults under 35. Approximately 21% of adult Russians have tried e-cigarettes at least once.
Federal Powers Drive Regional Vape Restrictions
Tatarstan’s move follows a federal law that took effect on October 1, 2026, granting constituent entities the authority to ban vape sales locally. Perm Krai became the first region to enforce such restrictions, while the Republic of Udmurtia has scheduled an identical ban starting March 1, 2027.
Murmansk Governor Andrey Chibis announced regional sales restrictions on October 12, citing the health threats posed to young users:
“Behind the pleasant smell and bright packaging hide nicotine, heavy metals, and carcinogens,” Chibis stated, stressing that the habit damages adolescent health.
Support Grows for Generational Tobacco Bans
Federal health officials continue to endorse local bans. Leonid Ogul, First Deputy Chairman of the State Duma Committee on Health Protection, supported Tatarstan’s initiative, noting that e-cigarette use has spread into schools and requires intervention.
Discussions within the Russian government’s council on social guardianship have also proposed examining a generational ban on selected nicotine and alternative tobacco products, which would permanently bar citizens born after a specific year from purchasing them.
